Bark is used for tanning, as a replacement for fat. Currently (version 3.11c) you can only get it from alder or rowan trees. By using the Timbercraft skill, you can harvest bark. Every time you harvest some bark, you will receive 2 pounds of bark. The best tool to use for this is a small knife.
